Windber Country Club Rules of Conduct

Welcome to Windber Country Club. We are delighted to have you visiting us and hope you enjoy your experience at one of the most charming private clubs in western Pennsylvania. We place a high value on our membership and embrace a traditional view to the game of golf and country club affairs. Therefore, we ask that all of our members and their guests adhere to certain expectations of behavior and etiquette.

  • Dress
    1. All guests must play with a member.
    2. All guests must register at the Pro Shop.
    3. Guests may not compete in Club events.
    4. Guest green fees are posted in the Pro Shop.
    5. Green fees and cart fees, if applicable, must be charged to the host member’s account.
    6. The guest must adhere to the dress code.
    7. The host member assumes complete responsibility for the guests’ behavior.
    8. Each guest may only play five times per year.
  • Behavior

    To enhance the enjoyment of WCC for our members and their guests and to insure safety, members are expected to respect the facilities and behave courteously on the course, in the clubhouse, and in the pro shop. The following shall be cause for disciplinary action:

    1. Intentionally or repetitively hitting into other golfers
    2. Failure to abide by the established rules of specific facilities, such as the practice range
    3. Driving carts or taking pull carts between greens and greenside bunkers
    4. Driving carts within 30’ of green and greenside bunkers
    5. Driving carts or taking pull carts on tees, greens, or green fringes
    6. Disruption of restraining ropes or barriers
    7. Failure to return golf carts to the pro shop by stipulated times
    8. Cutting or trimming tree branches
    9. Verbally abusive behavior or abusive actions towards other members, guests, or staff
    10. Bringing alcoholic beverages purchased elsewhere onto WCC premises
    11. Members and guest must sign in at Pro Shop before starting play
    12. Other actions that the Board of Directors deems harmful, unsafe, or abusive to the club i.e. conduct unbecoming a member of WCC

    Written complaints of violations should be signed, dated, and addressed to the Golf Professional, Golf Committee Chairperson, Grounds and Greens Superintendent, or the Grounds and Greens Chairperson or any Board Member. The Board of Directors will discuss these complaints at the next scheduled meeting.

    Disciplinary action will include but not be limited to the following:

    First offense:  Letter of violation

    Second offense:  Two weeks suspension of club privileges

    Third offense:  Three months suspension of club privileges

    Any member who is disciplined has the right to appeal the action.  An appeal must be submitted within fifteen (15) days in writing, and the member may request an appearance before the Board of Directors during its next regularly scheduled meeting.  Any decision by the Board of Directors is final.

  • Bill Pay
    All financial obligations to the Club and Pro Shop will become delinquent thirty (30) days following the close of each statement period. Failure to make payment in full, thirty (30) days from the statement date will result in suspension of all club privileges. Failure to make payment in full, sixty (60) days after the statement date will result in forfeiture of club membership. The Board of Directors may take action upon the remission or suspension of the indebtedness according to the merits of the case and shall have the right to suspend or require forfeiture of membership of any member who does not meet his or her indebtedness to the club.
  • Play
    1. USGA rules govern play.  Members must familiarize themselves with the rules and etiquette of golf.  Modifications and local rules will be posted in the pro shop/the first tee.
    2. The Golf Professional and his staff have the authority to regulate play on the course at all times and determine the need for preferred lies.
    3. The Grounds and Greens Superintendent will have the discretion in determining playability of the golf course.  This includes closing the golf course and limiting cart traffic.  In his absence, this decision will be made by the Golf Professional.
    4. Play begins from the first tee only, according to starting times, unless the Golf Professional determines that play can begin from the tenth (10th) tee.  Starting times may be made up to seven days in advance.  For holidays falling on a Monday, tee times may be reserved eight (8) days in advance.  Play is limited to foursomes or fewer.
    5. Play will be suspended for dangerous situations, such as lightning or tornados.

    One prolonged siren or horn blast will signal a suspension of play for a dangerous situation. Several short, intermittent sirens or horn blasts will signal all other types of suspension.

    When play is suspended for a dangerous situation, players must discontinue play immediately, regardless of where they are on the course. They may not resume play until the Golf professional or the Pro Shop has signaled the resumption of play.

  • Pace of Play
    1. Players should play without delay.
    2. Players searching for a ball should signal the players behind them to “play through” as soon as it becomes apparent that the ball will not be readily found within five (5) minutes.  Play can continue when the group who has “played through” is out of range.
    3. When the play of a hole has been completed, players should immediately leave the putting green.
    4. If a match fails to keep pace on the course and loses more than one clear hole on the players in front, the lagging group should invite the players following to play through.

    PRACTICE RANGE RULES

    1. Golf carts may be taken to the range only with the approval of the Pro Shop and must be returned to the Pro Shop promptly.
    2. The dress code must be observed.
    3. Only range balls may be used in the practice area.
    4. Range hours will be posted and are subject to change.
    5. Playability and use of the practice range is under the discretion of the Grounds and Greens Superintendent.  In his absence, the decision will be made by the Golf Professional.
    6. Players must purchase practice balls from the Pro Shop or purchase a Practice Range membership.
  • Carts
    1. SCATTER CARTS:  Golf carts can and should be driven anywhere on the golf course including fairways, but cannot be driven closer than thirty (30) feet to any green.
    2. CART PATHS ONLY:  golf carts must be driven only on cart paths where available or rough if cart path not available.  CROSSING THE FAIRWAY IS PROHIBITED UNLESS WHERE SPECIFIED WHEN CONDITIONS REQUIRE IT.
    3. CROSSING PERMITTED:  Golf carts should be driven on the cart paths or rough; fairways should be crossed at a 90-degree angle.
    4. Travel:
      • Drive carts at a safe speed.
      • Follow all directional signs.
      • Only people sixteen (16) and older, with a valid driver’s license, may operate a cart.
      • Do not stand on the back of a cart.

    Violation of these rules may result in loss of club privileges.

  • Guests

Members must refer to and abide by the “Windber Country Club Rules for Handicaps and Golf Play”.
